Yamini, a widow, in her complaint to the Lokayukta had alleged that Rangaswamy had misbehaved with her when he was Deputy Commissioner of Bangalore Rural district in 2007. She said that the officer demanded sexual favours to transfer a property registered in her husband’s name to her name.

The Lokayukta, in May 2009, wrote to then Chief Secretary Sudhakar Rao to hold an inquiry by a competent authority. But the officer was promoted and appointed director of Mass Education. The Lokayukta took serious exception to the government’s move. Reacting to Lokayukta’s criticism the government sent the officer on leave. Justice Hegde said the government had not conveyed him whether it would hold an inquiry.
