Use MGNREGS funds effectively, says MP

Give list of certified small farmers in all 203 GPs to PDOs

Speaking at the district-level vigilance committee meeting here on Tuesday, he said as funds are available under MGNREGS, it should be used effectively. There should not be opening balance for the next year.

Dakshina Kannada Zilla Panchayat Deputy Secretary Shivarame Gowda asked Puttur and Sullia Taluk EOs to start the work on Rajiv Gandhi Seva Kendra in all the Gram Panchayats and complete the work by March end. “Give priority to individual work under MGNRES,” he said.

Problem to small farmers
District-level vigilance committee member Rajiv Shetty highlighted the problem faced by the small farmers in availing the facilities under MGNRES. He said “the small farmers require a certificate to prove that they are small farmers to take up work under MGNRES. However, as the certificate is issued by the Tahsildar, it gets delayed and their proposals are not included in the action plan.”

Shivarame Gowda said that the Tahsildars will be asked to give a list of certified small farmers in all the 203 Gram Panachayats to the Gram Panchayat PDO, which should be considered as certificate for small farmers. The farmers should not be asked to get the certificate.”  Kateel asked the Pradhan Mantri Grama Sadak Yojane official to complete the work on patchwork of the roads under taken under PMGSY scheme by December.

The official said that the tender for half completed six roads will be called again.  Kateel said that the gram pancahayts should not give order for supplying water through tankers without taking permission from the Deputy Commissioner.

Kateel directed all the EOs to convene meeting of Gram Panchayat presidents and secretaries and discuss the issues pertaining to development and implementation of MGNREGS.

If the problems are not solved, then it should be brought to the notice of elected represntatives.

Mescom bills
The MP directed the Mescom officials and Accounts officer to carry out the reconciliation of the Mescom bills of all the gram panchayats in the district. All most all the GPs have to pay bill amounting to lakhs of rupees to the Mescom. The Mescom official said that the Gram Panchayat should atleast try to pay the monthly bill.

Plan ready for 121 waste mgmt units
Under total sanitation campaign, the action plan for 121 solid waste management units have been prepared. The units have been completed in five gram panchayats and three are under constrution, said the official.
