NDMC gives more money to officials

Aimed at speedy disposal of development work, North Delhi Municipal Corporation has decided to give more financial autonomy to some of its senior officers by increasing their expenditure cap.

The civic body is of the view that the decision will empower the officers to approve several civic infrastructure projects at their own level, which otherwise get delayed for financial approval at various levels.

Expenditure cap of officers has been increased from two to seven times, depending on their hierarchy. A formal notification will be issued on Monday.  

“The increased cap will help the officer concerned to accept tenders for work, or purchase of material and enter into contract to the value not exceeding as approved in each case subject to availability of budget under the current financial year,” a municipal corporation official said.

The decision also fulfils the long pending demand of municipal councillors, who have been claiming that they have to run from the zonal office to headquarters if the cost of project exceeded even by few thousand rupees.

“Now onwards a deputy commissioner rank officer will be empowered to sanction projects cost up to Rs 15 lakh. Earlier, they could approve projects costing Rs 6 lakh,” said leader of House in NDMC, Mahender Nagpal.

“Similarly, an engineer-in-chief approval cap has been increased from Rs 8 lakh to Rs 15 lakh. The chief engineer can now sanction work upto Rs 15 lakh, unlike earlier when they could sanction work upto Rs 7 lakh,” added Nagpal said.

“The limit of superintendent engineer has increased from Rs 2 lakh to Rs 10 lakh. Similarly, the cap of executive engineer has also increased by seven times from Rs 1 lakh to Rs 7 lakh,” he added.

Charted accountant-cum-financial advisor, NDMC, Mayank Sharma said the decision has been taken with the objective to speed up the development work and decentralisation of power for approval of projects worth up to Rs 20 lakh by officers at different level.
