Haryana chief secy sends SMS threats to IAS officer

Haryana Chief Secretary S C Choudhary has been accused of sending “objectionable and intimidating” SMS threats to another senior Haryana cadre IAS officer Pradeep Kasni, who claims he is being targeted for not toeing the line of the Congress government. 

Some of the derogatory messages even refer to Kasni’s mother. One such message that the chief secretary sent to Kasni on his mobile phone reads: “...Agar aapne apni Maa ka dudh piya hai to mere saare messages press ko dikha dena  (If you’ve had your mother’s milk, show my SMSes to the media).”  

The Chief Secretary’s SMS threats were perhaps triggered after Kasni refused to accord sanction to the appointment of the new Haryana information commissioners on the ground that they were holding office of profit.

Later in the day, Choudhary sent another SMS to Kasni regretting the incident. He said he had sent the messages to Kasni in lighter vein and regretted if it had hurt anyone.

The controversy seems to have much of the ingredients of an ‘Ashok Khemka episode in the making’. Kasni, who is the Secretary of the Haryana administrative reforms, is crying foul and alleges the outgoing chief secretary was intimidating him.

Another text message sent to Kasni reads, “...celebrate your new status of being celebrity.”

Kasni said the messages were intimidating and does not behove an IAS officer, least of the rank of a chief secretary. The SMS messages were couched in defamatory and filthy language, he alleged.

A third text message Choudhary said, “I wish success in the last few years of your career.”  
Earlier in the day, Choudhary tried to down play the controversy saying the SMSes were congratulatory in nature.

Sources said, Kasni has not registered a complaint against Choudhary. He has, however, brought the controversy to the notice of the IAS association in Haryana.
