Zilla Panchayat Chief Executive Officer Ekroop Kaur told Deccan Herald that the parameters included sanitation, holding of regular meetings and drinking water facility among others by Gram Panchayat. Five villages in the district were recommended for the award about 15 months ago, the CEO said.
Shirguppi, with a population of little over 9,000, besides implementing almost all the programmes had got all the 23 members to the Gram Panchayat elected unopposed during 2005 elections and there was no factionalism in the village and the rural local body. It successfully implemented MGNREG scheme.
