N A Haris is best-performing MLA from Bengaluru: Survey

Shanthinagar legislator, N A Haris, has topped a survey of best-performing members of the state Assembly held by the NGO B.PAC.

The survey shows Haris – belonging to the Congress party- scoring 84 out of 100 on multiple parameters ranging from attendance in Assembly sessions, educational qualification, utilisation of funds, the number of questions raised in the Assembly, criminal record and social media profile.

S Raghu, the Bharatiya Janata Party MLA from CV Raman Nagar, finds himself at the bottom of the survey with the score of 32%.

Bengaluru Development and Town Planning Minister K J George has topped the list of ministers representing constituencies in the city with an 87% score, while M Krishnappa scored the least with 51%. George represents the Sarvagna Nagar constituency and Krishnappa Vijayanagar.

Asked how Haris could be given the top rank despite the case against his son Mohammed Haris Nalapad for assaulting Vidwath L at an upscale pub in February, B.PAC's vice-president TV Mohandas Pai said the survey was not a value judgement.

"We're trying to tell voters that they could use this information to decide their candidate. This is how they've performed in their roles in the past five years," Pai added.

Two out of the 27 MLAs surveyed - R Ashoka representing Padmanabha Nagar and Byrathi Basavaraj from KR Puram - are found to have serious criminal records.

B.PAC members wrote to the MLAs to get their own evaluation of their performance, but they did not respond. The NGO has plans to hold an endorsement campaign later in the month to find out the city's best MLA.

The survey has given nine MLAs a score of 75% and above and gave eight of them below 50%. When it comes to Assembly attendance, Malleswaram MLA C N Ashwathnarayan tops with 96%.

Other findings of the survey:

19 MLAs have zero criminal cases, while 2 MLAs have 4 cases each.

18 MLAs have spent 95% of the fund allocated to them.

3 MLAs are postgraduates, 17 are graduates, 2 passed PUC and 5 class 10.
