First EC Sukumar Sen retired in Dec 1958 but before retiring he saw the introduction of the Representation of the People’s Act (Amendment) Bill which had the provision for issuing of Election Photo Identity Cards.
A pilot project for providing photo identity cards for voters was undertaken in the Calcutta South West Parliamentary Constituency for the bye-election of May 1960.
The exercise was however not followed up in other constituencies thereafter.
