DDA plans two lakh houses for slum dwellers in capital

Urban Development Minister Kamal Nath said this before a bill on the National Capital Territory of Delhi Laws (Special Provisions) Second Bill, 2011, providing for streamlining of development of Delhi, was passed on Monday by the Lok Sabha.

The bill aims at preventing sealing and demolition of a large number of unauthorised structures in Delhi till December 31, 2014, which Nath said would end the “fear psychosis” in the capital.

As the minister focused on EWS, Samajwadi Party member Shailender Kumar sought allotment of the Commonwealth Games Village flats in Delhi to Members of Parliament. The minister said there was no scheme for allotment of flats to MPs, but if Speaker Meira Kumar directed so, then it could be considered. The Speaker responded by saying she would discuss the matter with Nath and other departments concerned.

The bill seeks to maintain status quo up to 2014-end with regard to unauthorised colonies, including village abadis (settlements) and their extensions, storages, warehouses, and godowns for farm produce, beside some other categories.

Commercial establishments operating illegally in farmhouses and other places in nearly 400 rural areas and urbanised villages of Delhi are expected to get a reprieve after the enactment of the proposed bill.

The minister said the  government would put a “visionary” plan, keeping in mind the requirements of the next 25 years and sought three years’ time to put a master plan for the capital in place.

Nath said the housing focus would not be as much on middle class as on EWG in Delhi.

Speaking about unauthorised dwellings in the national capital, the minister said Delhi had unauthorised colonies, regulated unauthorised colonies and to-be-regularised unauthorised colonies.

“What limits slums should have,” he asked. He said his government was trying to put an authentic limit to the slum area in Delhi, and in this context, he referred to the master plan for the city which is on the anvil.

He admitted that there was “no co-ordination among the MCD, DDA and Delhi government”.
