While delivering a speech at a seminar organised by the Bar Association of India, Moily said: “The Judge Enquiry Act of 1968 will not take us anywhere. This was my conclusion. I came to this conclusion that there was no point in talking about this individual or that individual in this system.
“What have you given? Have you created an environment so that nobody can be corrupt? If you can create that kind of situation, which is possible, I don’t think anybody can be corrupt. I have already drafted a bill called the Judges Standard and Accountability Bill. No person with a shadow of corruption can become a judge if that system is put into place,” said Moily.
Moily said the bill has been drafted after wide consultations with legal luminaries. He said: “We are creating a dedicated fund at the state level and the Central level so that all that we intend to achieve should not suffer for want of funds.”
Moily said he would make all the reforms in the new bill a reality within 3-4 years and speed up the process of dealing with pending cases. He congratulated the judges who recently declared their assets for bringing about a transparency in the system.
