Bill on innovation varsities tabled

A much-awaited bill that seeks to set up innovation universities in the country was introduced in the Lok Sabha on Monday.

The proposed legislation, introduced by Human Resource Development Minister Kapil Sibal in the Lower House, provides for setting up of universities for research and innovation, both in public and private sector. At present, there is no central law which provides for this framework. 

According to the bill, each university will supplement knowledge needs of the country by training professionals, specialists, scientists and researchers who will in turn support national innovation systems.

“Each university proposed to be set up will offer exposure to an international classroom environment. However, a minimum 50 per cent students have to be Indian citizens,” the proposed legislation stipulates.

They will focus on one area or problem of significance and build an “ecosystem of research and teaching” and search for solutions that are globally valid. These universities will have autonomy in matters of academics, faculty, personnel, finances and administration.
