A bench headed by Justice Markandeya Katju said in the order that the vacancies should  be filled up from all-India quota by June 20.

Senior Advocate Mukul Rohtagi, who appeared for Smitha Nath and other students, argued that seats in government colleges were lying vacant from the central quota, as the authorities failed to recommend names of students for admission after the second counselling.

Since the Central government and the MCI are not recommending any names, the vacant seats must be filled up from the states, he said.
