As early as February this year, the Gujarat High Court saw reason to be alarmed at the state of affairs in the state and suggested that the government ready itself for the impending second wave.

In April, as the state logged daily highs of Covid-19 positive numbers, the High Court took matters in its own hands and filed a suo moto PIL.

A range of issues contributed to the rise, chief among them was the low numbers of RT-PCR tests.
