"Benchey Lal died this morning after being hit by Ram Chandra, a clerk in social welfare department at Vikas Bhawan," they said.
Lal's son-in-law stated in his complaint that the victim had last year applied for financial assistance for his daughter's marriage under a state government scheme.
But Chandra was demanding Rs 3000 from Lal for issuing the cheque. When the elderly man expressed his inability to pay the amount, Chandra allegedly hit him this morning that resulted in his death, the complaint alleged.
