With a view to fully utilise the skills and expertise of bureaucrats, the Centre has decided to appoint top officials of various departments and ministries based on their areas of interest. 

The government, which has carried out major shuffling of top level officials in the last few weeks, has made a start in matching the expertise with the positions they hold, sources said, adding that postings in future would be made after careful study of the career graph and the experience of officials in different areas.  

The Prime Minister’s Office (PMO) is jointly carrying out the streamlining activity with the Department of Personnel and Training (DoPT). 

PMO officials have been calling bureaucrats empanelled to postings at the Centre to ascertain their areas of interest and the departments they might like to work in. 

Sources said they would be posted to the area or department of their choice once the suitable vacancy arises. 

No political influence

The Union government is also doing away with the time-honoured practice at the union government of appointing top officials with the blessings of the ministers. It would now ensure that ministers will have no say in the appointments of officials in their respective ministries. 

Streamlining the officialdom is significant with the NDA government determined to deliver its promise of clean and result-oriented governance. It will also help in improving the efficiency of the departments and motivate officials to achieve the goals. 

The government recently shunted out nearly 50 joint secretaries of key ministries in a single move. Many of the bureaucrats on the go were seen as aides to the UPA ministers. 

The biggest of those changes took place at the Home and Petroleum and Natural Gas ministries, the latter being considered the most coveted in the Union government. All recent appointments had been made after careful study of experience and areas of interest, sources said.
