The government has sought guidance from top IT honchos for this endeavour.
The SGSY will be renamed National Rural Livelihood Mission (NRLM) which will promote self employment in the rural sector.
A task force headed by Union Rural Development Minister C P Joshi has been constituted to provide fresh inputs for the mission. Former Nasscom Chairman Kiran Karnik, Infosys director board member T V Mohandas Pai, Team Lease consultancy chairman Manish Sabharwal, GNS Advisory Services CEO Girish Srivatsava have been named members of the task force. The panel is expected to come out with fresh ideas on job creation in areas like security services, driving, masonry, carpentry and plumbing, where training can be given to rural unemployed people.
The Union Rural Development Ministry has called a meeting of state rural development ministers for September 9 to hold consultations in this regard. All state secretaries are expected to attend the meeting, chaired by Prime Minister Manmohan Singh. The ministry aims to provide self employment in rural areas by bringing each household below the poverty line under the net of self-help groups (SHGs) through social mobilisation, giving training and building their capacities to generate income and assets.
“Another reason for reshuffling the scheme is to transform BPL households into self-help groups and then giving them employment through the NREGS,” sources said. The government will set up Rural Self Employment Training Institutes in all districts across the country to facilitate the formation and strengthening of SHGs and also upscale skill development and placement programmes.
The main components of the scheme include imparting training in management, giving technology inputs for micro-enterprises, strengthening the availability of credit and providing support for marketing and infrastructure. The government also aims at ensuring the benefit of the scheme to 3 per cent of the disabled population by providing them with self-employment opportunities.
