Amitabh Thakur, a 1992 batch IPS officer, filed a writ petition yesterday in the Lucknow bench of the high court demanding a high-level inquiry into the case and compensation for discrimination and harassment by Principal Secretary Home, Kunwar Fateh Bahadur and Vijay Singh, Secretary to Chief Minister.
Thakur alleged he was not being promoted as DIG due to influence of these officers and was being discriminated against and tortured by the officials because of personal animosity.
"I have made a number of representations to Chief Minister, Chief Secretary, DGP and other top officers over the years but nothing was done," Thakur, currently posted as Rules and Manuals SP in Lucknow, said.
The IPS officer is contesting cases against his superiors since 2008 after he was denied study leave for pursing a course in IIM, Lucknow. "I got study leave only after I moved CAT, Lucknow and the High Court," he said, adding that while study leave applications of other IPS officers got processed within 100 days it took eight court cases and so many years in his case.
Thakur claimed an inquiry related to his suspension as Gonda SP and another probe during his tenure as Deoria SP were deliberately kept pending by Principal Secretary Home.
He alleged he has been posted to a non-existent Rules and Manuals department, which has not yet been created by the state government and the post is not permissible as per IPS (Cadre) Rules.
Earlier this month, DIG (Fire Services) D D Mishra had accused his superiors for corruption and discrepancies in the department. He, however, was forcibly taken to a mental hospital where he was declared suffering from "bipolar disorder".
