Bidari became the City Commissioner of Police on July 11, 2008 after the BJP government came to power. Though the police officer was in the good books of chief minister B S Yeddyurappa, he, reportedly, did not share good relations with his immediate boss, Home Minister R Ashoka.
He had also embarrassed the State government by moving court over his non-inclusion in the list of contenders for the post of DG&IGP. As per the IPS pay rules 2008, only officers in the rank of DGP can be considered to head the police department. Bidari is of the ADGP rank. The state government had sent to the UPSC only two names - Dr D V Guruprasad and S T Ramesh- following which Bidari gave a representation to the government to include his name in the list.
However, the government did not consider his request. Later, Bidari forwarded a copy of his letter to the government, to the UPSC. In turn, the UPSC wrote to the State to include the names of the ADGPs in the panel for the DGP’s post. This was challenged by Gururprasad in the Central Adminsitrative Tribunal which imposed a stay on the UPSC directive.
The CAT finally allowed Guruprasad’s petition and said only the names of DGPs should be sent. Bidari challenged the CAT order in the HC which has issued a notice to the government.
Four other IPS officers were also transferred on Monday. IGP, Central Range, Bangalore has been transferred as IGP, Eastern Range, Davangere while IGP, Home Guards, Bangalore has been posted as IGP, Central Range, Bangalore.
B A Mahesh, Superintendent of Police, Bangalore Rural District, has been transferred and posted as SP, CID, Bangalore.
