How a fictitious CA helped a contractor win the bid to remodel drains in city
There is more dirt in the Bruhat Bengaluru Mahanagara Palike’s (BBMP) project of remodelling stormwater drains (SWDs) in the city.
A contractor, who was found to have submitted a fake work-done certificate to win the Rs 55-crore bid to remodel SWDs in Hebbal Valley (Package-2), is now accused of furnishing a fake turnover certificate from a non-existing chartered accountant.
The contractor, Tam Tam Pedda Guruvareddy, was earlier found to have submitted a fake work-done certificate from the Krishna Bhagya Jala Nigama (KBJNL). Latest documents show that he also submitted a certificate from a chartered accountant: Sundar Raj & Co in Mysuru. The address provided in the letterhead of the chartered accountant is 2nd Main, 3rd Cross ‘H’ Block, Ramakrishna Nagar, Mysuru.
Deepak C N of Jan Sangram Parishat, a nonprofit that has been following the tender process, said enquiries showed that no charterered accountant operated out of the said address. “After getting a confirmation from the KBJNL that the work-done certificate submitted by the contractor was fake, we wanted to check the veracity of the turnover certificate. A house was recently built at the address and we found there is no chartered accountant in the area,” he said.
Interestingly, the civic body’s stormwater division had written to the very address before finalising the tender and even received a confirmation letter from the same address in January 2017.
One of the conditions in the tender notification was that the bidder should have a turnover of more than Rs 30 crore. Reddy submitted the certificate, claiming to have conducted work at Field Irrigation Canal Division-7 at Bheemarayanagudi for the KBJNL. The certificate issued by the chartered accountant stated that Reddy had a turnover of Rs 35 crore in 2011-12, Rs 29 crore in 2012-13, Rs 37 crore in 2013-14, Rs 90 crore in 2014-15 and Rs 96 crore in 2015-16.
About the other condition of prior experience, Reddy submitted the certificate of having taken up work at FIC (Field Irrigation Canal) Division-7 in 2014-15. But it turned out that Division-7 at Bheemarayanagudi ceased to exist on August 1, 2000.
A BMTF official said: “We are waiting for official communication from the offices concerned before registering an FIR. We are still holding a preliminary enquiry.”
