Shivakumar had given 45-day training to 180 women under the e-Mahile scheme in 2008. After the training, the women were to be provided  a desktop computer, laptop with printers, soil testing kits, educational CDs and Nikon camera.

According to Sujatha of Bhrashtachara Nirmoolana Vedike, out of 180 women in 11 districts, only 40 were supplied equipment, some of them were non-functional. India 20-20 Computer Software Development, a company owned by Shiva Kumar, had supplied the equipment. The bank paid Rs 3.6 crore to the firm, she added.

Now all the women are compelled to repay their loans. Sujatha claimed that two women in Belgaum committed suicide and six were divorced following harassment from bank.
