The City police on Thursday detained two men under the stringent Goonda Act based on a recent order passed by the police commissioner.

The men detained are David E James, 45, from M M Road, Frazer Town, and B R Manjunatha, 24, from Azad Nagar. They are “habitual offenders” involved in robbery, dacoity, attempt to murder, rioting, extortion, etc, the police said.

Through their criminal activities, the two men have “terrorised” the general public, especially women. Hence, to deter them from acting in any manner prejudicial to the maintenance of public order, they were detained under the Karnataka Prevention of Dangerous Activities of Bootleggers, Drug Offenders, Gamblers, Goondas, Immoral Traffic Offenders and Slum Grabbers, Video or Audio Pirates Act, 1985, (commonly known as Goonda Act), the police added.

Recently, a woman made a complaint that James had robbed her of a mobile phone and cash, kept her in illegal confinement and molested her. When she tried to escape, he threatened and blackmailed her, she stated in the complaint.

Manjunatha and his associates had followed a man in a car and rammed his automobile. When the man alighted from his car, Manjunatha allegedly stabbed him before abducting him in the same car. He also robbed him of Rs 1.7 crore. The CCB police later arrested Manjunatha.
