Inaugurating the two-day seminar on "Plans and Development in Karnataka: zone-wise problems and challenges" at Bangalore University's Political Science Department, Bisalaiah said notwithstanding the rapid strides the State had made in various fields,
disparities existed in many other fields.

"It is true that Karnataka emerged as the repository of knowledge and the Silicon Valley' of the country after globalisation. Nonetheless, bridging the gaps between the rich and the poor, and cities and villages has not been possible," Prof Bisalaiah said at the seminar organised in association with the Indian Institute of Public Administration and Karnataka Regional Branch, here on Thursday.

Bisalaiah said that the standard of life had improved only in big cities whereas small cities and towns were still steeped in backwardness.
