This order is likely to affect the promotion of IAS officers across the country.
Hearing a petition by V Srirama Reddy, additional commissioner, Bruhat Bengalore Mahanagara Palike (BBMP), the division bench comprising Administrative Member Kathyayani and Judicial member B V Rao quashed the rule 5 (3) of IAS(Appointment by Promotion) regulations-1955, which prevents promotion of KAS officers, as unconstitutional and unenforcable.
The bench has also directed to re-prepare the list of IAS officers benefited from this order since January, 2007.
