Disruptions marred proceedings of both Houses of the legislature on Tuesday with the BJP unrelenting on its demand for a discussion on the Congress' five guarantees.
The Assembly and Council were adjourned multiple times after the BJP members entered the well of both Houses. Truce talks initiated by Assembly Speaker U T Khader and Council Chairman Basavaraj Horatti failed to put an end to the pandemonium.
In the Assembly, Chief Minister Siddaramaiah repeatedly appealed to the members of BJP that the state government was ready to answer all issues raised by them on poll guarantees after the Question Hour. However, the BJP members did not budge.
The proceedings began with Khader allowing Question Hour.
Former chief minister Basavaraj Bommai in the Assembly and former minister Kota Srinivasa Poojary in the Council demanded that the BJP's adjournment motion be taken up first by keeping all other businesses in abeyance.
Amid din, Siddaramaiah asked the BJP MLAs to give up their adamancy. But the BJP MLAs trooped into the well of the House raising slogans against the government. Khader, too, was targeted with slogans: "One-side Speaker".
Former minister R Ashoka alleged the state government had "backstabbed" people in the name of the five guarantees by imposing several conditions. Deputy Chief Minister D K Shivakumar shot back saying that the BJP can't digest the success of the guarantees.
When the BJP MLAs pushed for their case, Shivakumar questioned them on their promise of crediting Rs 15 lakh in everybody's bank accounts.
In the Council, the BJP members raised slogans against the Congress alleging that the party had cheated voters by promising five guarantees and now by imposing conditions to implement them. Revenue Minister Krishna Byre Gowda said that the BJP members had no moral right to protest as they had not yet decided on their leader.
In an unprecedented scene, the designated seat for the Leader of the Opposition was vacant for the second day in a row.
