The Lokayukta, Justice Y Bhaskar Rao, has taken suo motu action on a news report that a professor at Karnatak University, Dharwad, demanded a bribe of Rs four lakh from two students from northern India to issue them certificates of completion of PhD course.
The students are said to have filmed on their mobile phone the professor making the demand and filed a complaint with the university’s vice-chancellor as well as the registrar.
“It is published in a newspaper that Prof Noorjehan N Ganihar, Dean of Education Department at Karnataka University, demanded the bribe from two students from northern India.
It is not an isolated case of one student. It has been published that the university has issued show cause-notice to the professor asking for her comments, but she has not replied to it. Such a demand by a university professor for issuing completion certificate not only amounts to corruption but also affects the university’s reputation about the degrees awarded to candidates,” Justice Rao said.
The Lokayukta has forwarded the news report to the ADGP of the Lokayukta police, directing him to investigate it under the Prevention of Corruption Act.
