Mysuru: The Assistant Labour Commissioner, Mysuru, has stated that producers and organisers must mandatorily obtain prior permission from the Deputy Commissioner (DC) to cast children as actors in films, television serials, or any commercial programmes within Mysuru district.
As per Rule 2C of the Karnataka Child Labour (Prohibition and Regulation) Rules, 1986, any child wishing to work as an artiste must obtain the DC's consent. While the Child and Adolescent Labour (Prohibition and Regulation) Act prohibits the employment of children below 14 years in all sectors, an exception is made for child artistes, provided the work does not hinder their Right to Education.
Producers of audio-visual media or commercial events must submit a declaration in ‘Form C’ to the DC, before commencing the activities. They are required to provide a list of participating children and formal consent letters from their parents or guardians.
The Act strictly prohibits the employment of adolescents (aged 14 to 18) in hazardous industries. Violators may face imprisonment ranging from six months to two years, a fine of Rs 20,000 to Rs 50,000, or both. For repeat offences, the prison term may extend from one to three years.
The official has warned of legal action against the producers and organisers who cast children without valid permission, as it constitutes a violation of the law intended to safeguard the educational interest of children.
