“We do not know what his real intention was. Nevertheless, the move is unconstitutional. A senior member like Joshi should not have stooped to that level,” Moily said.

He was speaking to presspersons after inaugurating ‘Mangala,’ a new auditorium constructed on the Mangalore University campus.

Moily said Joshi should have discussed the draft report with the members of the committee. Instead, the report was made public in hurriedly.

The committee president’s post fell vacant after Joshi walked out of the meeting and a senior member had to take over the mantle. “Joshi cannot be the permanent chairman. He can continue to be so if he attends the meeting,” the minister said.  Moily said the state governments were at liberty to impose a ban on endosulfan and the prime minister would take a right decision at an appropriate forum.
