The commission headed by former chief secretary B K Bhattacharya submitted its first report in February and the recommendations has found its way in the Medium Term Fiscal Plan 2010-14 tabled in the Legislative Assembly on Friday.
The document states that the recommendations made by the commission are under the active consideration of the government.
The commission has suggested that all non-technical Group ‘C’ and Group ‘D’ posts lying vacant for more than two year be abolished. If need arises then the posts should be created again.
The commission, constituted last year to study the spending of government grants, has recommended that that all schemes, programmes, projects should have a sunset clause indicating the objectives to be achieved and specifying the terminal year in which schemes are to be closed.
Besides, the regional imbalances observed in the development of sectors like health and education need to be addressed not by merely earmarking allocations, but also by insisting on performance attainments, the commission has stated.
