The prime reason for the unspent grants is administrative delay. For instance, Rs 1,311 crore remained unutilised with the Agriculture department due to transfer of officers and staff on deputation.
The CAG report pointed out to 22 cases of unspent provision, each exceeding Rs 100 crore.
Large unspent provisions were in departments like urban development, water resources, debt servicing, public works, finance, agriculture, horticulture and energy.
Water Resources Department could not spend Rs 300 crore for want of sanction from the central government for certain projects under Accelerated Irrigation Benefit Programme.
Urban Development Department could not spend Rs 225 crore due to non-receipt of request for release of funds under Karnataka Municipal Reforms by the implementing agency.
The Education Department was left with an unspent amount of Rs 27.92 crore due to approval to bring only 109 colleges under grant-in-aid code as against 314 colleges proposed.
A further Rs 255 crore in 38 instances could not be released due to non or late release of funds.
