Speaking at the Indian Institute of Journalism and New Media on Saturday, Nayak said, “Ninety-five per cent of crimes committed against women and children do not get reported and if women come out to speak, as there had been cases in the past, they get raped and tortured in the police station itself.”
Speaking on violation of human rights by the police, he listed illegal acts like refusal to register crime and registering false cases, illegal arrests, custodial torture and extrajudicial killing, as issues that needed to be addressed. Explaining the psyche of police behind the atrocities, Nayak said, “Police feel the only way to ascertain truth from the accused is to torture them. At times, people themselves approach the police to settle disputes. Then police themselves assume the role of judge and a court,” he said.
“Three per cent of violation of human rights take place in the police stations and the remaining 97 per cent take outside,” he said.
Nayak stressed that other rights like land, shelter, water, food, education, development, training, social security stem from the right to life. “But even today these rights are not enjoyed by all,” he rued.
