The State government, on Monday, issued new guidelines for general transfer of its employees, making it mandatory that group A and B officers should stay in one post for at least three years. The transfers for this year should be completed by this month end.
The fresh guidelines have laid down that transfer pertaining to husband-wife cases (husband and wife working in two different towns) should be done only once during one’s service and officers should not be sent on deputation for more than five years, sources said.
Under the general transfer, the departments are empowered to transfer officials after consulting the respective minister. As per the new guidelines, the department can transfer up to six per cent of the staff in a year. Hitherto, it was five per cent. Besides, transfers should be done in May and June months, instead of April and May. Transfer to be done after the stipulated period should have the consent of the chief minister, sources said.
Other conditions for general transfers are: filling up vacancies for administrative purposes; mutual transfers (with consent letter); in case of employees suffering from serious diseases; for their health and welfare of their dependents; employees facing departmental inquiry following complaints from the public will continue.
The new guidelines have also done away the cadre control authority and, instead, empowered the competent authority concerned to transfer officials, sources said.
The rules are not applicable to employees coming under Police Personnel Board and teachers coming under Karnataka Civil Service Rules, 2007.
