The State government has taken notice of mismanagement of immovable properties by various Urban Local Bodies (ULBs) in their jurisdiction.
The Directorate of Municipal Administration has recently directed all ULBs, excluding city corporations, to identify all immovable properties in their jurisdiction and maintain a registry as per the Karnataka Municipalities Act, 1964. The ULBs have been directed to submit an annual report on the same to the DMA.
The DMA has circulated a format to all ULBs for recording details of every property. Accordingly, ULBs have to find out as to when the possession of a particular property taken, when was the construction work completed in case of building, details of lessee in case of leased properties, total site area and built up area, any specific purpose for which the property has been reserved and value.
The format has to be vetted by the municipal commissioner or the executive officer. “Disciplinary action will be initiated against the municipal commissioner or the executive officer if there is any negligence,” the DMA stated in its order dated September 21, 2012.
The Comptroller and Auditor General of India had in its report taken serious exception to the way immovable properties are being managed and recommended that immediate steps be taken to survey them.
