Underaged candidate 'fails' in re-scrutiny

 Patil had filed papers as an independent and his nomination was accepted during the scrutiny by the returning officer, only to realise later that the candidate was under-aged.  
The minimum age to be a member of the upper house is 30, according to the Constitution.
The returning officer referred the matter to the Election Commission, which directed him to re-scrutinise the nomination papers of Ajaykumar Patil and send a report.
