Former chief of Border Security Force (BSF) E N Rammohan on Monday submitted the report to Home Secretary Gopal K Pillai, who forwarded it to Home Minister P Chidambaram.

The report has drawn its recommendations from the messages and calls of CRPF jawans on their mobiles. Rammohan has interacted with the soldiers, who survived the encounter on April 6.
Chidambaram is expected to table the report along with the action taken report at the earliest.

The report, according to sources, has put the blame on the officers leading the CRPF battalion and the state police for not following the command procedure and the established drill for operations.
The report has also suggested certain measures to avert such incidents in the future. The contents of the report are not known.
