Sources said that Raykar did not know about Dasara programmes.
“Ramu was appointed after the Dasara Special Officer P Manivannan came to know of Raykar having left for the US,” an official said on condition of anonymity.
As Special Officer for Dasara, Manivannan could do little if one of the nine Deputy Special Officers is away. When contacted, he said: “MCC Commissioner does not report to me either on daily basis or on occasions such as Dasara.”
The post of Dasara Special Officer is a ‘responsibility’ with no powers attached to it, an official said.
Attempts to contact District-in charge minister Shobha Karandlaje, from whom Raykar is said to have taken permission, proved futile since she was busy attending the assembly session.
