The Supreme Court on Thursday pulled up the Centre for tweaking the eligibility criteria it had fixed for private tour operators to send Haj pilgrims, saying that it was “patently unacceptable”.

A bench of Justices Ranjan Gogoi and  M Y Eqbal noted that the Union government changed the guidelines of mandatory one-year submission of account of the private tour operators (PTOs) to three years in its May 9, 2013 notification without taking permission from the court.
