The Supreme Court lamented the total absence of procedure in appointing government law officers, saying there must be more criteria beyond political connections that decide such appointments.
A bench of justices T S Thakur and Kurian Joseph on Thursday recalled the procedure of consulting chief justices of high courts while making such appointments in the past and wanted performance audits on the law officers.
“If you are distributing largess, there must be some criteria. It can't be based on political connections only. There must be some semblance of transparency,” the bench said, agreeing to frame guidelines for appointment of law officers.
The court was surprised to learn that states like Punjab and Haryana had appointed over 100 law officers who were given over Rs one lakh monthly salary.
