Addressing a national integration conference chaired by Prime Minister Manmohan Singh here, Gowda said a senior police officer of the rank of additional director-general is heading the internal security wing and it will have functions of both intelligence gathering and operational capability through trained and dedicated counter-terrorism teams. “The
Anti-Naxal Force and the Co­astal Security Police essentially perform anti-terror functions. To club all the anti-terror units under one umbrella org­a­nisation, it is proposed to me­r­ge these two units with the int­ernal security division,” he said.

Though some pockets of the state had faced left wing maoist activities, the government was able to contain it due to effective policing as well as implementing developmental activities in the backward regions.

The government also implemented a surrender and rehabilitation policy for the Naxals in the State which has proved to be very successful in luring some of the activists to the mainstream of life. Gowda also urged the Centre to finance the State to take up a rehabilitation programme for the Naxals.
