When advocate Prashant Bhushan, appearing for a voluntary agency, Janhit Manch, submitted that to seek speedy justice was a fundamental right, the apex court observed that states were saying that they did not have funds to streamline the judicial system.

The CJI said the Centre had informed him that about 1500-2000 new judges would be joining the lower judiciary in a few months.

He regretted that despite all his efforts there were still about 3,000 vacancies in the lower judiciary across the country. Bhushan said the government was not even spending 0.2 per cent of GDP on judiciary.
