MCC Council approves action plan for 24.10% programme

Opposition terms the decision arbitrary and anti-Dalit

Amidst opposition, the Mysuru City Corporation (MCC) council, on Thursday, approved the action plan for various works for the development of SC/ST and backward communities under 24.10% programme.

Mayor B L Bhyrappa approved the action plan during the general meeting of the MCC, here. Opposing the action plan, Corporator H V Srikantaiah said, the funds are not distributed as per the norms and it should be reviewed again.

Shylandra of BJP alleged that the action plan is anti-Dalit. The Mayor and other corporators are prejudiced against the people belonging to backward communities. All Dalits in the city must be benefitted from the programme, he said.

Corporator R Ravindra Kumar termed the action plan as anti-Constitution and opposed its approval. He demanded a fresh debate over the action plan. He said, the funds are not allocated as per the need.Meanwhile, corporators Jagadeesh, Naghabushan and others opposed Shylendra and Ravindra for their remarks against the Mayor.

They said, no corporator has opposed development of Dalit or any backward community. A few of them demanded suspension of the corporators if they disturb the meeting.

In 2016-17 budget, the MCC, including State Financial Commissions (SFC) funds, has announced Rs 21.67 crore under 24.10% programme; Rs 8.66 crore under 40% individual benefits scheme and Rs 12.30 crore under 60% community development programme for the development of SC/ST and backward classes.

The funds will be utilised for the development of pourakarmikas, development of slum areas, purchase of sites for SC/ST people, to construct houses, individual financial aid to needy people, laptops to students among others.

Corporator Ramprasad said, every community has economically poor people. “The laptop scheme should be extended to all community students, based on their family annual income,” he suggested.

Mayor Bhyrappa said, after certain modifications, the action plan will be submitted to deputy commissioner (DC) for approval. The action plan was prepared based on the population of 2011 census.

New corporator takes oath

Newly-elected Corporator K P Ashwini, wife of the late Congress corporator R Ananthu, who won the by-poll from ward number 58 as Independent, took oath. She took oath in the name of her husband and on the people of her ward. Mayor B L Bhyrappa administered the oath to her.
