<p>New Delhi: Congress president Mallikarjun Kharge on Monday hit out at the Modi government, alleging that it only paid "lip service" to B R Ambedkar's legacy but did nothing to fulfil his wishes.</p><p>"The Modi government takes the name of Ambedkar but is not ready to fulfil his aspirations and wishes. They only pay lip service. He said the Congress took this forward by upholding the ideas of social justice.</p><p>"The Centre is making policies on the basis of the 2011 census, and nothing is known about the 2021 census which was supposed to happen. Policies are made on the basis of census. We demand that along with the general census, a caste census be conducted so as to know how much which section has progressed," he said.</p><p>Highlighting the "need" for a central law for the SC/ST sub-plan and guarantee for budgetary allocations in accordance with their population, he said Indira Gandhi had in 1976 implemented the SC-ST sub-plan so that these communities get "proper justice". </p><p>"Unfortunately, in 2015, the Modi government abolished it. Our Karnataka and Telangana state governments have made laws to implement the sub-plan. We demand from the BJP government that the central government should re-implement the SC-ST sub-plan," he said.</p><p>Demanding the removal of the 50 per cent cap on reservations, he also called for reservations of states to be included in Schedule 9 of the Constitution so that it can be kept out of judicial scrutiny.</p><p>He also said the fundamental guarantee given under Article 15(5) to provide reservation to OBCs, SCs and STs in private educational institutions must be implemented without any delay.</p>
