<p>NGOs in India received over Rs 50,000 crore foreign funds between 2016-17 and 2019-20 with organisations in Delhi, Tamil Nadu, Maharashtra, Karnataka and Kerala bagging the most funds, according to latest government statistics.</p>.<p>The donors were from 130 countries, with most of them from the United States who donated as much as Rs 19,942.22 crore or 39.11 per cent of the total donations during this period.</p>.<p>The year 2016-17 witnessed Rs 15,355.17 crore foreign funds reaching NGOs and volunatary organisations registered under the Foreign Contribution Regulation Act (FCRA) or through prior permission granted by the government while the following fiscal saw it growing to Rs 16,940.57 crore.</p>.<p>In 2018-19, it fell to Rs 16,490.88 crore while in 2019-20, according to statistics available till March 16 this year, it has been Rs 2,190.52 crore. The amount for 2019-20 will further increase as NGOs have time till June 30 this year to submit details of donations they received in the previous fiscal.</p>.<p>At least 18,304 NGOs or other entities received foreign funds in 2016-17 while it marginally declined to 18,235 in 2017-18 and 17,540 in 2018-19. In 2019-20, only 3,475 NGOs submitted their reports.</p>.<p>Altogether, statistics collated by the Ministry of Home Affairs (MHA) based on the annual returns filed by NGOs, foreign funds to the tune of Rs 50,997.16 crore have reached the NGOs in the last four fiscals.</p>.<p>According to FCRA, only those NGOs which are registered under the legislation can receive foreign funds. There is also a provision in the law for NGOs not registered under FCRA to receive foreign donations by seeking "prior permission" from the government.</p>.<p>During this period, NGOs in Delhi have received the highest foreign donations at Rs 12,861.64 crore or 25.23 per cent of the total donations followed by Tamil Nadu Rs 6,395.26 crore and Maharashtra Rs 5,367.03 crore.</p>.<p>Along with Tamil Nadu, Karnataka with Rs 5,246.72 crore and Kerala with Rs 3,391.82 crore, found a place in the top-five states.</p>.<p>Andhra Pradesh (Rs 3,001.84 crore) and Telangana (Rs 2,451.85 crore) were in the sixth and seventh position and all the southern states were in the top-ten states. West Bengal (Rs 2,355.61 crore) and Gujarat (Rs 2,005.68 crore) also saw substantial receipt of foreign funds.</p>.<p>In all the fiscals, Delhi had topped the donation list while Tamil Nadu was second in all except 2019-20, when Kerala bagged the second spot. Karnataka was ranked third in 2016-17 and 2018-19, fourth in 2017-18 and fifth in 2019-20.</p>.<p>Delhi received Rs 3,607.91 crore in 2016-17, Rs 4,462.80 crore in 2017-18, Rs 4,370.44 crore in 2018-19 and Rs 420.46 crore in Rs 2019-20. Karnataka received Rs 1,796.09 crore, Rs 1,613.19 crore, Rs 1,709.74c crore and Rs 127.68 crore in these fiscals respectively.</p>
