Sub Registrar online

Bengalureans no longer have to queue up outside sub-registrar offices as the state government on Friday launched an online service that allows them to apply for registration of property documents and also book an appointment from the comfort of their homes.

Citizens can apply for document registration online without having to make multiple visits to sub-registrar offices. The service allows them to key in details, upload documents and submit the application online. A built-in calculator determines the market value of the property, after which the application is sent to the sub-registrar for approval.

Even for property registration, which requires the physical presence of the buyer and seller, citizens can book an appointment online without having to wait for their turn at the sub-registrar offices.

“These services have been rolled out in all 43 sub-registrar offices in Bengaluru municipal limits,” Revenue Minister R V Deshpande said.

“It will be extended to other parts of the state gradually.”

The online services — available at kaverionline.karnataka.gov.in — will do away with middlemen and touts for which sub-registrar offices are notorious.

Deshpande, along with Chief Minister H D Kumaraswamy, launched another seven services under the ‘Kaveri Online Services’ umbrella of the Department of Stamps and Registration. “These services are an important part of what our coalition government wants to do, which is to deliver services directly to citizens,” Kumaraswamy said.

Encumbrance certificates (ECs) are now available online. An EC is a record of all registered transactions that have taken place relating to a particular property. The department has digitised records from 2003 onwards, which means property buyers will be able to virtually access digitally-signed encumbrance details for a property since then.

Citizens now can print out e-stamps that can be used for agreements and affidavits with the click of a button. A mobile app called Maulya was launched as well to help citizens know the guidance value of any immovable property.

The Department of Stamps and Registration was aided also by the Pune-headquartered Centre for Development of Advanced Computing (CDAC).
