In a fillip to transportation facilities in other cities, the Karnataka budget provides for viability studies for building metro rail projects in Mysuru, Mangaluru and Hubballi-Dharwad twin cities.

Out of the states which have announced farm loan waivers, Maharashtra, Andhra Pradesh, Karnataka, Tamil Nadu and Chhattisgarh have the additional fiscal space to allocate some proportion of its expenditure on farm loan waiver without breaching the 3% fiscal target recommended by 14th Finance Commission.
2. According to CARE Ratings, Karnataka can allocate only Rs 1,405 crore towards the payments of farm loan waivers.

Budget Highlights
The Gross State Domestic Product (GSDP) of Karnataka for 2018-19 at current prices is estimated to be Rs 14,08,112 crore, which is 7.4% higher than the revised estimates for 2017-18.
Total expenditure for 2018-19 is estimated to be Rs 2,18,488 crore, a 15.2% increase over the revised estimates of 2017-18.
In 2017-18, there was an increase of Rs 3,118 crore (1.7%) of expenditure in the revised estimates over the budget estimates.
Total receipts (excluding borrowings) for 2018-19 are estimated to be Rs 1,66,600 crore, an increase of 14% as compared to the revised estimates of 2017-18. In 2017-18, total receipts fell short of the budgeted estimates by Rs 1,300 crore.
Revenue surplus for the next financial year is targeted at Rs 106 crore or 0.01% of the GSDP. The fiscal deficit is targeted at Rs 40,753 crore (2.9% of GSDP).
Departments of Education (32%), Health and Family Welfare (26%), and Water Resources (15%) saw the highest increase in allocations.
With disgruntled MLAs playing hardball, the Congress has convened a legislature party (CLP) meeting on Friday ahead of budget presentation and warned its MLAs that absence would invite action under the Anti-Defection Law.
