"This bill has done something that has never been done before," says Shinghvi.

Dubbing the bill as unconstitutional, he says, "The bill violates the basic structure of democracy."

Congress MP Singhvi calls the Delhi Services Bill "retro-regressive".

"I will demonstrate shortly, this bill is completely undemocratic," says Congress leader Abhishek Manu Singhvi during discussion over the bill in the House.

If a democratically-elected government is not allowed to control the officers posted in their jurisdiction, then the entire concept of collective responsibility will collapse, says Singhvi.

The bill is directly trying to nullify the Supreme Court order, says Singhvi

"The bill not only insults the people of Delhi, and the Supreme Court," says Singhvi.

"Is this not an illegal power grab from the back door?" he asks.

"BJP's approach is to control by hook or crook…," says Singhvi

"This bill is completely unconstitutional, it is fundamentally anti-democratic, and it is a front-term assault on the regional voice and aspirations of the people of Delhi. It violates all principles of federalism, all norms of civil service accountability and all models of assembly-based democracy," says Congress MP Abhishek Manu Singhvi on Delhi Service Bill in Rajya Sabha.

In concluding remarks, Singhvi says the bill is designed to violate all basic structures of democracy. He adds that there was no necessity to bring in the ordinance on Delhi Services Bill. 

After a long time, there is good debate in the House, says Mallikarjun Kharge. 

He requests the Chair to extend the time given to Singhvi to complete his argument.

The Chair grants Singhvi another minute to speak.

Singhvi says that former NDA leaders including Atal Bihar Vajpayee had introduced the idea of full statehood for Delhi. "Today, Delhi is not demanding a statehood but give power to the elected government to govern."

"In Gujarat, the vote share of Congress got halved... Punjab me inko haaf kar diya, Delhi me saaf kar diya aur apne isko maaf kar diya," says Sudhanshu Trivedi. The Congress is nearing its political end, he adds.

Trivedi targets CM Arvind Kejriwal over the cost of renovating the CM's residence. 

"It shows how much respect they have for the bureaucrats," he says.

Trivedi says that at Sheila Dikshit's house there are reportedly 10 ACs. "I have heard that there is an AC even in the washroom," he says, adding that at CM's residence, there are 15 washrooms.

They want a super state, not just a state, says Trivedi.

Trivedi alleges that the Opposition parties don't even stick to their own party constitutions. 

He cites the example of AAP and claims that the Arvind Kejriwal-led party tweaked their constitution for benefit a few readers.
