Bengaluru: The Justice P N Desai Commission submitted a six-volume report on irregularities in the Mysuru Urban Development Authority (MUDA) to Chief Secretary Shalini Rajneesh on Thursday.
The Commission looked into allegations of illegalities in the MUDA between 2006 and July 15, 2024. This included claims of corruption in the allotment of plots to Chief Minister Siddaramaiah's wife BM Parvathi.
The Commission has apparently exonerated Siddaramaiah and his wife after it found no illegality in the allotment of plots in lieu of 3.16 acres of her land at the Kesare village, which was used up by MUDA to form a layout.
MUDA allotted plots to Parvathi in a 50:50 ratio, which meant that she got half the land back in the form of developed plots. She was given 14 plots of higher value than that of her 3.16 acres. Parvathi returned the plots after allegations of irregularities were levelled.
Aspects looked into by Commission
1. How many layouts were formed by MUDA?
2. How much land was used to form layouts without land acquisition and by de-notification?
3. How were landowners compensated for their land that was used without acquisition or by denotification? Was such compensation as per law?
4. Was there permission under law to provide alternative sites to those who lost land?
5. Were there illegalities in the allotment of alternative sites?
6. How can illegalities be addressed and lands or compensation be restored to MUDA?
7. Were MUDA’s decisions to allot compensatory sites legal? Were there illegalities in the allotment of CA sites during the said period?
Earlier this year, the Lokayukta gave a clean chit to Siddaramaiah, his wife Parvathi and his brother-in-law Mallikarjuna Swamy.
Recently, the Supreme Court declined to entertain a plea by the Enforcement Directorate against the Karnataka High Court's order quashing criminal proceedings in a money-laundering case against Parvathi in the MUDA scam.
