HC stays govt circular on housing scheme

The Karnataka High Court on Tuesday granted stay on the government circular which empowers the legislators to select the beneficiaries for Rajiv Gandhi Rural Housing Corporation Ltd. (RGRHCL). 

A division bench, comprising Chief Justice S K Mukherjee and Justice R B Budihal, granted stay and ordered notice to the managing director of RGRHCL. Petitioners Nandana Reddy and Damodar Acharya have moved the court challenging the circular dated November 16, 2015, that curbs the Constitutional power of the gram sabhas to select beneficiaries for housing scheme by vesting the power with a vigilance committee composed of legislators. The petitioners have contended that the government action of issuing a circular is wholly without authority of law and is an act of political favouritism to empower the legislators to usurp the functions and power of grama sabhas.  The bench granted stay on the circular and ordered notice.
