<p>With the end of the first 15 days of time frame, the ban on plastic usage in Mangalore taluk will strictly come in to effect from November 16 and the rule violators will be imposed with a penalty of Rs 100, said Deputy Commissioner Dr N S Channappa Gowda.<br /><br /></p>.<p>Speaking to media persons on Thursday, he said the Mangalore City Corporation has deployed five vehicles consisting of five teams, with each team having two home guards and a MCC staff to monitor the ban on plastic usage. <br /><br />The team which will go around the city will identify the plastic manufacturers, sellers and users and will impose a fine of Rs 100 for the first-time offenders. The penalty will be increased to Rs 200 and more for those who repeatedly violate the Plastic Waste (Management and Handling) Rules-2011. The citizens should replace plastic bags with cloth bags available in the market, he said.<br /><br />The ban will be on use and throw type of plastics including plastic carry bags, plastic cups, plastic sheets, plates, plastic spoons etc. The DC also said that discussions are held with the Milk Union to make alternative arrangements to replace the plastic milk packets. <br /><br />MCC Commissioner Dr K Harish Kumar said that the citizens who have plastics stored at their houses should hand over them to the civic workers during the door to door waste collection. Awareness will be created among the tourists and outsiders visiting Mangalore against the plastic ban, in the form of boards and buntings, he said.<br /><br />Door-to-door collection <br /><br />Speaking about long pending door-to-door waste collection plan in the city, the MCC Commissioner said door-to-door solid waste collection will be implemented from December 1. Due to the impediments in implementing the three-package system, the MCC has decided to make it an eight-package system covering 60 wards. <br /><br />The segregated bio-degradable and non-degradable waste will be collected on pilot basis at Mannagudda and Court wards, while the waste will be collected without segregation in other wards. <br /><br />“On the basis of the success of the door-to-door collection in all the wards and segregation in the two wards, the segregated waste will be collected in other wards in the later phase,” said the Commissioner.He said that the waste bins in the city too will be removed with the initiation of door-to-door collection.<br /></p>
