Transfer: Rohini challenges CAT order in HC

IAS officer Rohini Sindhuri on Friday filed a petition in the Karnataka High Court challenging the Central Administrative Tribunal (CAT) order upholding her transfer order.

The petitioner has contended that the CAT has ignored the Supreme Court’s judgement in the Prakash Singh and Others Vs Union of India (2006), where it said the transfers of IAS officers should be done as per the recommendations of the board of civil services. The Supreme Court’s judgement is binding on all courts and tribunals, the petitioner contended.

The CAT had dismissed Rohini’s petition that questioned her transfer from the post of deputy commissioner of Hassan district within a short period of seven months alleging malafide reasons. The petitioner stated that the transfer order violated IAS regulations which mandate a minimum two-year stint for cadre posts.

Rohini has been posted as the commissioner, Department of Employment and Training, Bengaluru, on March 7.
