According to Chairman Sahadev Balakrishna, new generation’s “attraction” to cities and government-sponsored MGNREGS were key reasons for labour scarcity in the plantation sector.

It has urged the Centre to enhance rate of subsidy and open up the schemes to all categories of growers, includingcooperative and corporate sector, during the 12th Plan (2012-2017). Balakrishna said, with scarcity of labour, plantations had no option but to go for mechanisation of of certain coffee estate operations.
