Plea on ULB quota list disposed of

The High Court on Thursday disposed of a petition by the State Election Commission (SEC) seeking directions to the State government to furnish the list of reservations, for elections to all Urban Local Bodies (ULBs).

This followed a submission by Advocate General Vijay Shankar that the list of reservation will be announced on December 4, as the Government has already obtained the census report.  

As the terms of all existing ULBs are due to end by February 10, a concerned SEC had moved the issue to the High Court, in order to obtain the new list of reservations, which is required to conduct elections.

Counsel for the SEC, K M Phanindra, in his submission stated that several meetings and letters to the government asking for the list has not yielded results. He pointed out that the State ,with 209 ULBs, has 68 town panchayats, 94 town municipal corporations, 44 City Municipal Corporations, seven City Corporations excluding the BBMP. “These ULBs have over 5,000 wards and if the list is published, the SEC can conduct polls as per the scheduled time.”

The State government said that the list has not been released because it still did not have the 2011 census report.

The counsel for the government added that if new wards have been constituted, elections should be conducted in these wards within six months as per guidelines, which will be a burden on the government.

Mentioning that the final reservation list will be published by December 17, he added that the reservation for elections of Mayor and deputy Mayor for corporations and for election of president and vice president of all municipalities will be published before January 31, 2013.
